Project Understanding
Contractual Ecosystem
We have conducted a thorough review of the DCC-EllisDon Prime Contract (CL18FFC1) and its associated General Conditions (DCL 32DB). We acknowledge and accept all applicable flow-down obligations, including those related to indemnification (GC1.6), national security (GC1.10), and confidentiality (GC1.2.3).
Our internal procedures align with requirements for safety (Section 20.0), quality (Section 23.0), scheduling (Section 25.0), and mandatory use of the Project Information System (Sections 16.0, 17.0).
Operational Environment
Our operational planning is informed by detailed analysis of the Preliminary Schedule and Site Logistics plan. Major construction activities for TP 1A (Piling & Deep Utilities) and TP 1B (Excavation & Foundations) commence in early 2026, preceded by "Site Mobilization" in December 2025.
Swift Integrations will complete mobilization of essential site infrastructure in alignment with the December 2025 milestone, ensuring the logistical backbone is in place precisely when needed.
Detailed Scope of Work Response
Swift Integrations confirms its capability and readiness to provide all equipment and services outlined in the Scope of Work, Section 00 24 13 of the tender package.
All equipment will be new or like-new, maintained to the highest standards to ensure maximum uptime and operational reliability.
Security Compliance
Zoned Access Protocol
Our internal management system will track and control personnel assignments based on the project's tiered security zones (Zone A, B, and C). All staff will be briefed on specific access limitations and protocols for each zone.
Personnel Clearances
We have a robust corporate process for sponsoring, obtaining, and managing required personnel security clearances (Reliability and Secret). We understand Zone B requires minimum Reliability clearance, while Zone C requires Secret clearance.
Inspections & Restricted Items
We acknowledge all personnel, vehicles, equipment, and materials are subject to search upon entering DND property. Our procedures account for the minimum 15% random inspection rate. We enforce a strict policy prohibiting personal electronic devices in restricted zones.
Security Clearance Action Plan
Swift Integrations has integrated the Security Implementation Plan's requirements into the core of our operational planning and human resources management, establishing a dedicated security administration function to ensure 100% compliance.
Our recruitment and staffing plan incorporates the significant lead times required for security clearances, such as the 15-day processing time for a Request for Visit (RFV).
